Why didnt Goku Make Gohan a SSj2 in Rosat ?

 Well the way he took care of Gohan and cared for him, he was like a father for Gohan tbh.

Why do people see Piccolo as a father? They are friends. Piccolo is like 3 years older than him lol.
Because Piccolo taught Gohan how to survive and fight for himself, and took care of him for that year. Piccolo was a father figure for Gohan when Kakarrot was gone.

 Goku is a much better father figure to Gohan then Piccolo. Piccolo is clearly a good father figure to Gohan but he's the kinda of dad at the end of the dad he just once to see you do better than himself while Goku is the dad that wants you to be the best you can be.

 IMO I don't think neither Goku or Piccolo could make Gohan that angry (maybe if Goku smacked Chi CHi around a little haha) because he loves them too much. I agree Goku had no idea that Gohan would achieve a superior level of Super Saiyan. The only way for him to breakthrough would be for him to have to save the ones he loves nothing more. (he proved this by taking the beating he took from cell IMO.)

 ^ But Goku did manage to make Gohan mad enough to reach SSJ1, so why not SSJ2? The answer is because they didn't know a next level existed so they didn't know to look for it.
But my point is: if they managed to push Gohan for the SSJ1 I don't see why they couldn't have pushed for the SSJ2, had they known there was a next level.

Vegeta and Goku ASSUMED that there is a level Beyond SSJ . They didnt Know for sure . So , once they say that there were more levels , it can be assumed that they would be even more than they achieved at Rosat

Goku and Gohan maxed out though. When you max out you can't go any further when Gohan goes SSJ2 is when Goku decides to keep going again and he discovers SSJ3. Everyone thought that MSSJ was the height of the SSJ power.

 Well , they didnt max out as much as they think they did

And not everyone is Gohan who has rage boost to give him transformations

Well , it was always possible to give it a shot , but i understand why they didnt
